Apparently, the post I wanted to post on has been taken down, so let me just mention this, after hearing about it from Kaycee:
Those bishops in Provo didn't make this stuff up themselves. There was a letter from the FP saying that oral sex was an unholy and impure practice. About a year later, there was a new statement that kind of retracted the old, although not officially, and it basically said what you seem to have quoted before (your bedroom, your business, within limits).
I personally believe that the church practices a modified form of desuetude, a legal word which is defined here pretty well: http://en.wikipedia.org/wiki/Desuetude. Moreover, I think that past pronouncements on oral sex have been rescinded based on desuetude. I do not think, however, that any average member is necessarily incorrect for thinking the church is against oral sex. We could be much clearer on the issue if we chose. Luckily, I had no idea about any of this when I got married, so it hasn't been an issue for me.
